Publish container on Dockerhub (or alike) #84

It's currently very difficult to try out the program in a dockerized environment.

Describe the solution you'd like

Given there's a Dockerfile in the repo, it'd be great if it could be published to Dockerhub. That way it could be tested easily without relying on building it myself or using someone else's which is already on Dockerhub.

Describe alternatives you've considered

Other registries also available.

Additional context

Yes it's still WIP, but it'd still be useful for testing. Publishing under an unversioned latest tag would still be compatible with some versioning after release, or adding a master tag.

matrix-ircd is not just incomplete and flaky at the moment, it's also not in active development. I'm still here to help anybody who wants to work on it, but for the last months nobody has shown interest in that. So I don't see what publishing would accomplish.
