This PR adds a new release script for Swift that attaches the XCFramework to GitHub releases instead of committing to keep the dependency size down. There's a new repo here for us to start fresh.
Can be reviewed by commit, although it's not terrible big anyway.
I've added a temporary workflow so we can test the tool without making a bunch of Android/Web releases, will need to merge this PR before we can run it though. From what I can tell running
release_ios.shwithout aTAGvalue isn't actually used anywhere.
