Update matrix-rust-sdk dependencies #37

This has rotted horribly, so some invasive changes will need to be made.

This also drops support for Node 16,19 which is EOL, and adds support for 22. 21 is already out of support.

N.B. We need to drop v16 and v19 test requirements and add v22 as a required test.
