The spec should recommend that private rooms are E2EE #972

I'm really surprised we don't seem to say this, but: shouldn't we say that private rooms SHOULD (or even MUST) be E2EE?

this is probably worth making an MSC to cover the discussion points - there's several ways we can accomplish this, and the potential for rooms switching between public and private feels likely contentious.

*with notable exceptions that private rooms should not be E2EE where it's unsuitable (e.g. remote participant doesn't support E2EE)
