Remove CircleCI #31

We don't use it anymore — migrated to GHA.

This needs an admin to remove the config from CircleCI's interface, since I don't have the access rights to do that.

I got an e-mail from CircleCI that this CI job is using a deprecated Ubuntu image that they'll remove support for.

@neilisfragile Are you able to remove the config from CircleCI's interface and merge this?
