Modernize the code #15

I got bored and decided to modernize the code:

Format the code with rustfmt
Switch to Rust 2018 and port the code With the help of cargo fix --edition and --edition-idioms
Update the deps to their latest versions and port the code Including the tokio-based postgres 0.17.0, which happens to bloat the binary somewhat
Fix a typo: Rename PGEscapse to PGEscape

Several changes from PR #10, which should make that one obsolete:

Fixes for clippy warnings
A new argument to abort if the savings aren't big enough
