EW: UISIs on first login even with key backup #6

I have a bunch of UISIs which don't exist on my normal client. Doing keyshare reqs doesn't fix them, which is weird. EW should be fishing the megolm sessions out of my online backup, too, so it sounds like something bad is happening here specific to SS.

Close this issue when: We have a test case which sends E2EE messages and then logs into SS proxy the first time to verify key backup works.
