Use GHA to publish releases to PyPI #499

Like https://github.com/matrix-org/synapse-s3-storage-provider/pull/70, but makes use of https://github.com/matrix-org/backend-meta/pull/4.

Needs a PYPI_API_TOKEN secret before we do a release.
