Port CI checks to GitHub Actions #192

To ease iteration on our test suite, we should port our CI suite to GitHub Actions

The current Buildkite testing pipeline lives in another repository at https://github.com/matrix-org/pipelines/blob/master/sygnal/pipeline.yml
