New tagged version #350

The last tagged version is v0.12.0 and uses Python 3.7 which is EoL. Only the main branch uses a supported / secure Python version.

This is a sub-optimal situation.

Also it would be nice to have the container image pushed to ghcr.io in addition to docker hub (like synapse is) because of docker hub rate limits.
