Move to non-binary psycopg2 dependency #26

Because that's what synapse uses currently.

Note: The checks are failing due to nolonger supporting python 2.7.

It's not a bad thing to remove support for python 2.7 in this library, given the synapse server this would be used with does not supported python 2.7 since 1.0.0, and python 2 is EOL at the end of this year.
