Revert "Add an admin endpoint to allow authorizing server to signal token revocations (#16125)"
Revert "Cache token introspection response from OIDC provider (#16117)"
Revert "MSC3861: allow impersonation by an admin using a query param (#16132)", because in practice we don't use it
Do not check for internal account lock for MSC3861 delegated auth (same as #16215)

@sandhose this doesn't seem to include @hughns 's tests from https://github.com/matrix-org/synapse/pull/16215 ?

@erikjohnston I added the test for the admin token back (but not for impersonation since we're reverting that feature)
