Remove warnings from the docs about using message retention. #16382

Partially reverts #13497 as we now consider the bugs fixed enough that it won't lead to database corruption.

Fixes #13476.

I'm going to be bold and say this fixes #13476. We can reopen with specific cases or file new issues if that happens.
