--discard-below for guppy islands and compress #200

The islands for some of these applications are getting too big-- diffuse placements are spreading out and connecting them into a mega-island.

So, we need a --discard-below flag. Before island calculation, throw away any mass that is below the quantity given in this flag. If all of the mass is below that number, we can throw that pquery out for the purposes of island calculation.

Note that we should then keep all of the mass for the KR calculation.

A one sentence explanation in the rest docs would be great for this too!
