Broken cluster steps or cluster siblings #190

We see the following on some of the clusters, which is clearly wrong:

My guess is that either the cluster siblings query or the fetching of cluster steps for sibling clusters is not set up properly in cftweb. Will need to investigate further to be sure though.

This appears to have just been a bad query. It's now fixed and will be pushed and closed shortly.
