Adapt CFTWeb for unseeded partitions

This is the cftweb part of matsengrp/cft#178.

• Need to adapt the interface to the new schema to account for the addition of the reconstruction entities/nesting.
• Will also have to reflect the fact that some partitions will have seeds, and others won't
• When viewing by_subject, add separate seeded and unseeded tables
• In general, when you click through a table item, and there is only a single unique cluster downstream, just navigate straight to that cluster
• Table sorting (or filtering?) features to more easily separate builds based on reconstruction method

This is actually kind of a big change. This shift towards reconstructions in particular is a shift in the way we think about the data, and how we navigate it will need to be updated to reflect that in various ways, as lined out above.

This seems sufficiently complete to close, even if there are features we'll likely want down the road which might technically fall under this umbrella.
