Solidify partis python dependency #217

@psathyrella If we're going to be importing scripts in partis/python, it would be nice if there was a pip or setup.py install option for packaging these things up properly. I think I can work around it, but it seems you're encouraging use of those scripts as the public interface for partis data. If that's the case, having a simple install option would support that effort. What are your thoughts on this?

Sure, i'm happy to set it up however you think makes sense. Current method is just adding to sys.path, but totally admit that that isn't the cleanest.

I've decided I'd rather keep partis as a submodule, so that we don't have to worry about versions and deployments so much. I still recommend setting up a setup.py and/or getting up on pip (if you're feeling generous). But that can be a separate issue. At this point it's not really necessary for CFT, so I'm closing.
