This isn't quite ready to merge yet, but I wanted to open it to start getting feedback. Once I'm able to actually run some real builds (only dry builds so far), and iron out the kinks we can merge it.

Make sure to check out the diff on SConstruct. Lot of red!

@matsen I think this is ready to be merged now. If you feel like taking a look, please do. Otherwise, either merge or let me know and I can merge.
