implemented the naive sequence sampler (tested)
created the CLI (options: linearham [--compute-logl|--sample|--pipeline])
cleaned up the repo and removed cruft files
updated the Doxyfile and deploy doxygen-commented code to GitHub Pages
added the R script for weighted bootstrap sampling and ASR sampling
wrote an SCons pipeline combining all of the above steps
made explicit the dependencies via Wercker and Docker
minimal README for now

(will update Wercker/Docker build badges once merged onto master)

closes #37, #44
