Walk mode is dominating

Hi, I am simulating the Bilbao scenario and in the results walking mode is dominating. Does this have anything to do with the scoring parameters? config1.txt modestats ph_modestats pkm_modestats scorestats

This can have 2 reasons:

scoring parameters: walk is to cheap, or the other modes too expensive in comparison
Infrastructure: not enough roads or too small road capacities, resulting in large traffic jams, making car (and public transport if they share the same links) slow and inattractive. Or also not enough public transport capacities (e.g. too few and too small buses / trains)

Dear Prof. @mrieser thank you so much for your response. Indeed I tried adjusting different parameters and also my network is converted from real OSM map using pt2matsim so I think road capacities are sufficient. My main problem is some agents choose walk mode and they walk for very long distances but as I have used soubtour mode choice strategy and allowed them to choose only between car and pt but still some don't choose any of them and walk instead.
