Unit of measure for freight #4

The Carrier in the freight contrib, right now, uses some unit (assumed to be kg). This is necessary since jsprit can only work with one unit throughout its optimisation. But to make this contrib more generally useful, maybe we should consider (internally) working with something like the International Air Transport Association (IATA) dimensional weight factor.

Because some cargo (read shipments as mentioned in #3 ) is volume-intensive while others are weight-intensive.
