This PR got a bit big - sorry for that. I refactored the network converter and moved it to its own submodule. Moreover I implemented some integration tests. They cover the following cases
reading the matsim network (simple triangle network), preprocess it, call the router and update some weights
testing performance of customizable contraction hierarchies in comparison to plain dijsktra and bidirectional dijkstra
These tests can only be run locally.
