extract TaxiScheduleInquiry from TaxiScheduler #15

A refactoring of TaxiScheduler in response discussion around #14

After splitting both functionalities into separate classes, it was possible to simplify PFAVScheduler (removal of the interface implementation & associated delegate methods)
