Registration Deadlines and Different Timezones #57

People were saying they couldn't register before the registration deadline. I think this is a timezone issue with the server not being in our timezone. I need to investigate. Also, I believe there is a similar issue with the verifying emails so that the code sent is always invalid for someone in a different timezine.

Most of these have been addressed, but need to make a thorough search through the source code/site on such issues.

Also, need to finish when prompting for start times/deadlines that this is done in a Time Zone friendly manner.
