Partial Payment

For things like auctions, fees and travel, we need to allow people to make partial payments. So allow

• prompting for how much they are paying at that time
• Provide options on above page for pay in full or other amount.
• View my payment history and account balance link
• Create payment history and account balance page
• Do we want a payment history that goes back forever (for all events)? Maybe shows paid status of existing events?
