Say user is a member of a) WAID Rainbow, b) Bothell Assembly, c) Floral Chapter, etc.
They should be able to manage their membership inclusions (or at least see them and maybe know who the administrator is for the group).
"Jurisdiction" admins should be able to manage all the signed-up users.
They should also be able manage sub-organizations (like assemblies within a jurisdiction).
Then manage membership within the suborganizations?
