Building 0 CPUs causes game crash when time runs #96

After opening the menu to save, the game automatically re-loads the menu
again. There seems to be no work-around, rendering continued play
impossible on this file.

This error occurred on Ver. 0.30.

Attached are the error log resulting from this issue, as well as the
associated save file to reproduce the error.

The menu bit is intentional, something else is going wrong (as indicated by the 
error
log), so E:S's error parachute is tripping and giving you a chance to save.  
Looks
like it worked. :)

What's actually going on here is that you built 0 CPUs in a base, and the game 
got
confused.  Sorry, I missed that edge case.

I've attached a fixed version of your savegame.  The full fix won't be out 
until the
next release, so don't go building 0 CPUs anymore, ya hear?  :)

Fixed in git (97ff28) and SVN (r953).
