Porting Controllers for V14 #26

Adds Controllers to Swagger/OpenAPI Spec /umbraco/swagger
Stubs out dashboard and workspaceview
Adds sample site with unattended install - user: test@test.com pass: password1234
Adds build.ps1 script that creates all Nuget packages

Clientside code can be found at src\AccessibilityReporter\client

Ensure using modern node 20.11.0 or newer
npm install which uses a custom .npmrc exists until this stuff on public npm
npm run watch and vite will rebuild
With the Website project running and vite watching it will refresh with your changes
