Workbench Moderation is not setting default state for spam entries

Not sure why, but there is no state being set, so the events show up under Content but not under Workbench.

Specific recent spam users have been blocked but not suspended. Not sure what the behavior is with anonymous submissions.

Not setting state for anonymous either.
