First part is the claim of copyrights, although copyright is implicit this
notice
leaves no doubts about ownership. The second part are the terms and permission
of
distribution.
To give permission to distribute/modify one must own the rights to do so first.

OK, I get it, in the first part you say you are the owner and nobody can
distribute
it without your permission. In the second part, you give your permission.

Please take notice that the GPL adds terms on the way you can use the sources.
Most
notable is that any derived works also need to be made available under the same
license. This sometimes makes the GPL incompatible with some licenses /
distribution
models.

Well, I think I'll only use your source as a base and if the project will be
made
public, it will be open source (it's my open source passion that let me buy an
android phone). so I have no problem with using a GPL license over another free
software license.
