How practical is banning the thing?
What other possible uses does the thing have?
What is the potential harm to humans for them not having it? For instance, individuals can't really claim to be worse off by not having a personal atomic weapon.
What is infrastructure?
Potential axis?
How much am I harmed if I don't have axis to this?
