Change settings.management.tf and settings.connectivity.tf to sample files

We need to change these files to samples so users can create their own. At the moment we're stipulating the deployment characteristics like ip address range that anyone pulling from this must use. Providing samples rather than concrete implementation will make it easier for partners/customers to pull down changes over time.
