Unicode does not work in the URI title plugin #2

I tested the title plugin using the link at https://www.youtube.com/watch?v=_p4zNO0wQXI and it did not handle it correctly.

It appears that the bug is not in the URI plugin, but in Bot::BasicBot and a potential fix for that is in the RT queue https://rt.cpan.org/Public/Bug/Display.html?id=77459.
