feat: make beacon whitelistable

Description

Moves implementation from slot 1 to keccak256('eip1967.proxy.implementation') - 1.

This makes it so that if we add the beacon to whitelisted_tokens_for_aa list in the server config, accounts should be able to read their implementation address from it.
