Add gitlab pipeline for releases

the internal pipeline is in place and the mirror as well

after we merge this I will create a test tag to run the validation (aka test in prod)

Thanks @cpanato ! We'll likely need a similar one for the mattermost-app-zendesk app. Also, will future (MM and non-MM) apps require similar PRs?

@catalintomai yes, most likely. but it it does the same flow we can reuse everything.

Let me know when it needed for others, if you can create jira tickets and add deadlines will be better

Thanks @cpanato , for now just Zendesk( opened https://mattermost.atlassian.net/browse/DOPS-410) , we're targeting April 29th for the official release, so next Monday would work better (to allow for more QA).
