Summary: Reduce product docs PR review toil

When a product documentation PR impacts 10 or fewer pages of the docs system, update the GitHub action that comments on product docs PRs to:

If you're interested please comment here and come join our "Contributors" community channel on our daily build server, where you can discuss questions with community members and the Mattermost core team. For technical advice or questions, please join our "Developers" community channel.

Hi @mattermod just to confirm, shouldn't this issue be added in https://github.com/mattermost/docs/issues
