Update plugins development to include dev setup links

Summary

The plugin dev docs currently point to server and webapp quickstart guides, which are pretty outdated and lead new plugin developers down an unproductive path. Maybe we should still link to them for reference, but we generally shouldn't encourage "using" them for a project.
