Add test notification tool #8271

Summary

Add test notification tool to the notification settings. This will only show after 10.3 (current target for the feature). It won't show on any other server.

I reduced the required version to 10.0 just to simplify the testing of this feature. This has to be reverted before we merge.

@yasserfaraazkhan I already moved the version to 10.3, so you may have to test with a local server. But apart of that, this should be ready to test (and merge :smile: ).
