Change homepage_url in plugin.json #448

Summary

For the in the link in-product marketplace, we were linking the Apps plugin to point to https://mattermost.com/marketplace/app-framework. This PR makes it so we instead point to this repo https://github.com/mattermost/mattermost-plugin-apps. This way it's consistent with other projects in the marketplace.
