Changes the API path to /api/v1/legalholds (from /api/v1/legalhold)
Changes the .../update endpoint to use PUT instead of POST, removing the /update in the path.

@fmartingr this is not security related but the endpoints could become more RESTful

5/5 agree with you, I just sometimes refrain from making changes to things decided by others. Since this is not blocking 1.0 I can slip those in.
