add E2E formatting tests #552

Summary

Implements a round robin test of formatting. SendsChat to MS Teams and checks "sync'ed" message from Mattermost to ensure expected message is sync'ed.

@lindy65 - I marked as QA Deferred. Since its a test file and not going to impact product. You can look at whenever you have time, I'm not sure if you do anything with these E2E test yet anyway.
