Add GNU GPL v3 license #10

As per the miracle.html file header, this project adopts the GNU General Public License: https://github.com/mattgodbolt/Miracle/blob/b14269b496f9bb48e4855f641e79cf8293a4a28a/miracle.html#L14-L17

If accepted, this PR will create a new file called LICENSE.md, containing the markdown version of the GNU GPL v3 license (source).

Oh my! I don't think I realised I used the GPL license in the header: good spot. I mostly use MIT, but this was one of my first projects. Thanks for updating, I'm happy to canonify the GNU one here (as it's the license in play already)!

No problem :) Let me know if you want to be more permissive, I can make another PR changing it to MIT.
