Copy guacamole.properties into /guacamole #1

The latest version copies guacamole.properties into /usr/local/tomcat since that is the workdir specified by the base image. Copying guacamole.properties into guacamole/ results in /usr/local/tomcat/guacamole/guacamole.properties instead of the preferred /guacamole/guacamole.properties.

Build is verified with https://registry.hub.docker.com/u/marcelmaatkamp/guacamole-webserver/
