Thanks to Maxime Lemonnier for pointing out that I was returning the squared norm.
Coverage remained the same at ?% when pulling 8965c48401d9e8e66b6a8c37c65f2fc200a076fa on fix-qnorm into e402e56686648d9a88aa048068333b41daa69d1a on master.
