17 turns out rules are way way too complex to possible scrape our best bet is to build a submission entry form for DNR of each state

as you can see it's not terrible but not optimized for mobile at all I'm advocating skipping optimizing presentation in favor of actually having it working for demo gif tomorrow @matthew-sochor
