Need to set Colours, Flag, National Ideas, Decisions, Religion, Ruler. Only mark as completed once each of these has been done per country.

[ ] Form German Confederation (Austria as vassal or PU, or Austrian lands owned)
[ ] Form German Empire (bigger Germany, only available from Germany or German Confederation; occupy Paris)
