ABANDON the scaling approach for ER ship sections.

Instead lets try removing the AI dependence on them. ~REMOVE ER from hiver & Zuul. Their AI doesn't need them.~

Replace them with a single section ship named "scout" with an even longer range. Make it cheaper and faster to build, but no upgrades will ever be available. No CR version either. No need for that.

Will need to test that the AI will build ANY design that gives them suitable range.

Maybe ER could get refinery bonus but with 0 extra fuel tanks. When they reach a planet, they can just keep going. (AI probably won't use it correctly). Maybe grant the ramscoops bonus to them? It won't make a lot of sense logically, but helping the AI is worth while.

Come up with a lore justification for each of these.

Hiver: say that they can farcast probes without engines (batteries only) and crew, but that the farcasting tech is an "upgrade" of what they could already do. Zuul: Single section node tunneling, unmanned probe. Node line collapses behind them, so useful for scouting only. Too unstable for manned flight. Human: Using node filaments to travel virtually any direction. Too small for manned flight. Tarka: Severe warping of spacetime is fatal to crew. Morrigi: Ship is too small for crew, but extreme "spacial"-dynamics allow incredible speeds. Liir: Single burst teleportation. Fatal life forms.

Also make sure to add it into affinity_section.csv or the AI will ignore it entirely.

??? Does it matter if human players can build these too, or should I try to make the maintenance cost really high ???
