All AI seem to perform rather poorly on cluster type maps. They never do a good job expanding outside of their original cluster. See if there is anything I can do to help them with that (generalized)
Anything to get the AI to more aggressively expand would be beneficial in general. (maybe my proposed modification to have unmanned ships for scouting would help?)
There doesn't appear to be any purpose defined in affinity_section.csv for the AI to understand how to use the Devourer or gravboats.

What happens with a tech that is defined in MasterTechList, but is not defined within the tech-tree 3d model?
Take a look at the status of AI on the current mini-clusters setup. Try to figure out what sort of changes would be most beneficial to boost their average performance.
It could be because of the map choice. Lets get a count of how many stars are per cluster in the main cluster maps. And set mini-clusters to 1/2 or 1/3 that number
