Put PD tracking into industrial off of orbital foundries. It'll unlock laser PD only (since lasers are obvious)
All other PD techs require PD tracking to have been unlocked first.
Add a cheap tech off VRF for gauss PD
Automatically unlock green, UV, x-ray laser PDs at each laser level. Automatically unlock an AP gauss PD with armor piercing (same as everything else)
Set the damage values so there is reason to upgrade.
Make sure they each have their strengths and weaknesses, so they could be mixed around (with the possible exception of phaser PD as a TRUMP all)
