Range is the range at which a weapon can be fired at a target. It is not necessarily the same thing as how far the weapon travels before disappearing.
Torp TTL x SPEED must be significantly longer than the range indicated so that a Torp has time to reach full damage (and still hit something)
This is why torpedos should have a longer planetary range so that they can be fired far enough away to reach max damage when attacking planets (since they don't move)
